    a better way would be to provide Launch permission only to accounts
    'INTERACTIVE', 'SYSTEM'

    Set the "LaunchPermission" of the DCOM server to a user other than the
    users from whose account client is started. Are you using same user(or
    group) account for starting client who has launch permission for server?
    Then the client could launch the server if its not launched already.
