    We use a date format of MM/dd/yyyy on our IIS 4.0 Web user.
    We set this date through Control Panel, regional settings.

    Now whenever we RESTART the web server, the system takes the date format as
    "M/d/yy" which is the system default setting.

    An article from Microsoft explains that if a user is logged in, the IIS uses
    the logged-in user's regional setting and when nobody is logged in the IIS
    server uses the system default settings.

    Well, I need the IIS always use my date format(MM/dd/yyyy) irrespective of
    whether any user is logged in or not. One way todo this is to change the
    system default as MM/dd/yyyy. I tried to do this through control
    panel-regional settings, but that doesn't works.

    Is there any other way, I could change the system default date format
    settings?
