    I'm well aware that you can figure out how many decimal digits it
    takes to represent a given number of binary digits.

    What I mean (and what I took the question to ask) is that its not a
    consistent, linear relationship such as with hex and octal. You're
    rounding and using formulas here. A hex or octal digit always exactly
    represent 4 and 3 binary digits respectively.
