Why are PublicNotCreatable classes registered in the Registry

When a VB ActiveX-dll is registered , it's classes are added to the
HKCR\CLSID
key, including it's PublicNotCreatable classes. These keys actually have
no InProcServer32 entry. If you remove these keys, programs manipulating
instances of it (retrieved using a PublicCreatable class) are working just
fine. Why are those classes registred to the registry ?
