      Regarding the question itself, if I recall correctly,
      the remote IP is supposed to be included in all situations
      where it is known. TE needs this address for signalling.
      OSPF knows this address from the neighbor data structure.

      Regarding some description, my understanding is that this
      request was already made as a part of the WG review process...
