You could have two separate scenarios. One would be if Router R1's network is
changed to join network N2. In this situation it will go through the WAITING
interface state and as such will accept router R2 as the DR and no new
election will take place. However, there could be a situation where they are
both present on the same network (so N1=N2) however because of
misconfiguration (incorrect VLANS on a switch for example) they are unable to
communicate between the two segments and as such will act as if they are two
separate networks with DR's (and BDR's elected for both). If this is
corrected and the two segments are joined then there will be two DR's present
on the network which will trigger an election process and one of the two will
be chosen to be DR.
