In fact, when an LSA is sent in response to a LS request,
it is _not_ put on the neighbor's retransmit list.
However, we still need to Ack received LSAs, because
we never know why we received it---because of the request
that we've sent or because the neighbor just flooded it
to us and has put it on the retransmit list.
