In fact, no, it does not have to be.
The next-hop address in the route is used to resolve the L2
details. You don't need them for a p2p link, and hence it
does not matter whether you have the next-hop address for
a route through it or not.
What a router uses as the source/dest address when sending
packets through an unnumbered link is actually an orthogonal
issue.
