This is considered to be a process local to the redistributing router
that every vendor would potentially implement its own way.

It is considered to be a good practice to configure them on the ASBRs
only, as if you do so on other routers you *may* end up with routing
loops if static routes conflict with OSPF ones. Implementation-wise,
you'll most probably still want to allow configuration of static
routes even if OSPF is running.

Again, this is dependant on the mechanisms local to the router.
Usually each type of route source is given its own preference level
and the best one is used if competing routes are present.
You may want to look at some vendor documentation for more info.
