This operation could permanently damage the card if not performed
    correctly.
I recommend you spawn the tool (fsloader) that comes with the toolkit.
Alternatively it shouldn't be very difficult to find the interface of
    fsload.dll...

Subject: Loading card file system programmatically

    Hi,

I am busy writing a DLL for use on a project where SC facilities are
    needed.

We have a file system file (fsimage.bin), but we do not know how to load
this file system image onto the smartcard via our own written code. This
DLL is written in C++. What calls do I need to write this image to the
    card?
