Are there any samples for file management for smartcards?

Crypto API does support a very limited abstraction over PKI-related
smartcard functionality, but it may not be what you're looking for. For
example, CAPI lets you manage card-based crypto keys, key containers,
and certificates.

For more general file management, refer to the low-level Windows
Smartcard API and specifics of your card platform and deployment.

Also, you may be able to get some assistance from the
SmartCardSDKDISCUSS.MICROSOFT.COM list.
