Why Winlogon cannot switch winlogon desktop to application desktop?

(Maybe the post has posted more than one time, for I am a newbie to the
list. So beg your pardon.)
Hi all,
I use smartcard to represent a user to logon on windows XP system.
The basic function is that when smartcard is removed from computer,
the desktop is locked, and when smartcard is inserted into reader,
the desktop is restored as one before lock. In windows 2000, the
custom GINA can act normally, but in XP sometimes, maybe a long time,
Winlogon cannot switch winlogon desktop to application desktop. Who can
say some words about the problem.
In addition, I have installed SPa of Windows XP.
