How big is sample.sql dump ?
there are many different things, might taking the time. dns resolve issue,
network issue
tcp 0 0 www.myweb.:mysql A.B.C.D:8366 *TIME_WAIT* (It should
established)
load on the server, check mysql processlist (any wrong query is there)
