I don't see why. pkgsrc/security/openssh and usr.bin/ssh are
practically from different codebase (portable openssh and non-portable
openssh are radically different).
and as you mentioned, there are people who do not track 1.5 branch
nor current. they may find it easier to use pkgsrc in some cases.
