Why openssl 0.9.6?

Why does pkgsrc have openssl 0.9.6 in it instead of 0.9.7? The openssl FAQ
doesn't say what the differences are, even though both versions get patched
from time to time. The OpenSSL web site only seems to talk about as the
current version 0.9.7?
