In our office, we've recently introduced a code system for placing calls,
where the employee has to enter a code before a call can be placed, and now
each call record is now linked to a particular employee and not a phone.
Abuse of the phone system decreased dramatically.

PS: Our e-mail system is highly centralised, and controlled completely by
IS. Any user found abusing our e-mail system will very shortly find out
that his e-mail account has been removed, and a letter of notification sent
to his H.O.D. Because of this tough stance, very rarely have we seen any
abuse of our system.
