You're right; you are missing the boat.
Ports only apply to UDP and TCP.
ICMP does not run over UDP or TCP, it runs straight under
IP, which means that it has an IP protocol number.
ICMP is protocol number 1
TCP is protocol number 6
UDP is protocol number 17
