That is the ORBS third party relay test engine. It maintains a list of servers
that allow third party relay for use of MTA's to limit spam exposure. I have
cc'ed Alan Brown , who maintains it, if you would like to investigate further.

Subject: SMTP relay tests
Hello,
In the company I work for, I'm getting, from time to time,
mails from something like FROM:mails from something like FROM:xpto
domain RCPT:mails from something like FROM:xpto
domain RCPT:relaytest
domain.
Namely, I got this test originating
manawatu.co.nz, which tested
thouroughly, with empty sender, uucp style, et al...
What are these people motivations ? E-Commerce spamming ?
Trying to get some kind of anonimity ? It's starting to get
on my nerves.
