<< contains 16-byte REG_BINARY values called "DaylightStart" and "StandardStart". >> Both of those values are SYSTEMTIME structures. The entries under this key correspond to the members of a TIME_ZONE_INFORMATION structure. The Sdk docs for this structure describe how the SYSTEMTIME values are interpreted.
