Stubborn Licenses

In NT Server 4.0 SP3 (and possibly previous versions), for some reason licenses that were revoked and even users that were completely deleted from License Manager keep reappearing on the list with a license granted them. It seems to happen over the weekend, as they usually reappear on the following Monday. When viewing the properties of these licenses, the date last used is consistent with employee's last day at the company. We have tried to resolve this issue without any success. I have not found any information on Microsoft's site that identifies this problem.
