User Manager Does Not Recognize February 2000 As a Leap Year

When you set an account to expire on February 28, 2000, User
Manager displays the following error:

February only has 28 days in this year.

February 2000 is a leap year and will have 29 days. To
resolve this problem, obtain the hotfix referenced below, or
wait for the next service pack.

This fix should have the following time stamp:

09/10/97 11:44a 295,184 Netui2.dll (Intel)

09/10/97 11:42a 528,656 Netui2.dll (Alpha)
