My understanding differs and I believe the point is to integrate TLS into
the given protocol e.g. TLS secured SMTP is an extension to an SMTP service
running on the normal port 25. Ditto for various other protocols.

In other words, TLS enabled protocols will not follow the example of HTTPS
by using a second port. Indeed, I understand there is now a draft for
running HTTP/TLS on port 80 as an alternative to 443.
