I think they were just speaking loosely. It should reduce the number of
network _messages_ (one meaning of "traffic") but as you point out, not
necessarily the total number of _bits_ of traffic (a different meaning of
"traffic").

It was the realization that the extra traffic might be significant that came
late.

Please don't say "protocol change". We only extended the protocol in
backwards compatible ways.
