Thanks for all the replies and all of you who took time to reproduce this.
As many people pointed out the RUNAS username syntax is of the form
USER
DOMAIN or DOMAIN\USER, so my CMD files leaving out DOMAIN name may not
be exactly correct. I was not running in a domain, all testing was using a
workgroup and local account names.
I will change the CMD files to specify a user as
/user:%computername%\administrator which should fix things and make the
files machine independent.
