A couple of people have indicated exactly that. That at least explains the
siciliy part.

The problem, of course as most of us know, is that NTLM is the only protocol
FrontPage speaks. If you turn off NTLM in the NTLM SSP settings
(NtlmMinClientSec/NtlmMinServerSec) you will break FrontPage completely.

Actually, both client and server are behind firewalls on different sides of
the net. There is no NetBIOS traffic passed between them at all. This is
strictly port 80 stuff.
At least I know what Sicily means. What I do not know yet is why in the
world the client volunteers the local username to the server, when I am
actually connected to the server with a different username altogether.
