Thanks to all for the help though none had the right answer. It turns
out that I had a file date comparison running in my login script. If the
rpc dll's date wasn't 7/5/2003, the date of the ms03-026 patch, it would
kick off the update. After I installed the ms03-039 patch the file date
was newer than 7/6/2003 so it perpetually tried to install it and
reboot.

Big time blushing here. At least I only wasted 3 HOURS on it.
