Are you talking about the OpenBSD CVS repositories? I know I wouldn't
want to have to download stuff that I won't be using when I do cvs up.
As a user of Debian, the only changes that you make to somethine you
are packaging (in this case OpenBSD), should be a bug fix or something
to make it compile better (like Makefile additions or fixes), but not
the Debian directory.
Check out debian-mentors (or -devel), there was recently a thread that
described a good way to keep your /debian stuff in your own local CVS
repository.
