This particular Ethernet device is supported by the sis(4) driver which
was left out of floppy28.fs. At the time of release, it would not fit. It
_is_ included on the current snapshot floppy, though. You can either use a
different NIC to install OpenBSD 2.8 (after which case your FA311 will
work after you reboot), or use the snapshot floppy image from
ftp://ftp.openbsd.org/pub/OpenBSD/snapshots/i386/floppy28.fs.
