The sequence of the wicontrol I try to setup for my system (i386 as base
    station) is as followings:-

    1. wicontrol wi0 -n private_network
    2. wicontrol wi0 -p 1
    3. wicontrol wi0 -c 1
    4. wicontrol wi0 -s private_base

I found out that there is no probem under openbsd-current to
openbsd-current machines but not for openbsd-3.0 to openbsd-current
machines when the WEP is on and the command of wicontrol I used to setup
    WEP are

    a. wicontrol -e 1
    b. wicontrol -k "key1" -v 1

For win98 machine and openbsd-3.0, it works ok when WEP is on. That make
me think that there may something missing or there is a problem for
openbsd-3.0 and openbsd-current to communicate when WEP is on.
