Yep, I finally figured it out (with a bit of help from Chris Kuethe).
If anyone is interested, the Penguin counts its cylinders from 1 (not 0)
in 1Kb blocks (not 512b), with a constant offset of 63 sectors (added
to where Penguin thinks it starts, at least on this drive).
