Yes, ftpd(8).

Do you need specific Apache 2 features? If so you'll have to download
source and install by hand as per the apache.org instructions, it's not
in ports.

If 1.3 can do what you need, and it probably can, it's far easier to
stick with it. It can run CGI scripts and PHP is in ports too. Be sure
to read and understand

It'll work, though I don't know what "samba as PDC" means ...
