Why did you disable NLS support? Works fine AFAICT if you don't
disable it and add
MODULES=gettext
CONFIGURE_ENV=CPPFLAGS="-I${LOCALBASE}/include" LDFLAGS="-L${LOCALBASE}/lib"
(Personally, I also don't see how pinfo is any better than the info
program.)
