Well, so does LaTeX, but I don't see it depend on acroread or
gv or xpdf... Hmmm... and so does quite a few programs in the
ghostscript-7.05p1 port as well.

Since PDF is one of the most useful document formats these days,
could you not assume that the users have a PDF reader installed
already, or that they will install one if they needs to view the
PDF results?

Besides, I'm not sure xfig is used for generating PDF output
that often. I'm fairly certain it's more often used for
generating EPS files for inclusion in LaTeX documents, or JPEG
for incusion on web pages etc...
