netmask too small problem

Hey folks,
I just installed OpenBSD 3.3 working as a router, and I have a very
delicate problem: the netmask for my IP is 0xfffffffc . This works well
with linux and freebsd, and everything is fine for them, but it doesn't
work with this openbsd. Fact is, if netmask is set to 0xfffffffc, then I
am connected to the internet, and I can 'ping' any host on the net and
receive the replies. If I try to send TCP /UDP, I get a 'permision
denied' message. The firewall was disabled with pf=no in rc.conf. I
switched to netmask 0xffffff00 and now I don't get the 'permision
denied' message anymore, but I also cannot connect to anything, I can't
ping, looks like there is nobody present on the network (ping returns
-1, no route to host). The same thing happened with FreeBSD when the
netmask was 0xffffff00, but on FreeBSD setting the netmask to 0xfffffffc
solved the connectivity.
One thing I do not understand is how-come I cannot reach ANY host in
the C class network if the netmask is 0xffffff00, while I can ping them
and the internet too via the ISP gateway, when the netmask is set to
0xfffffffc.
Another thing I do not understand is why I get permision denied
messages, only for TCP and UDP, when the netmask is set to 0xfffffffc.
Note that long ago I had openbsd 3.0 which worked fine with a
netmask of 0xfffffffc using a gateway which I never saw online since then.
I would be really thankfull to anyone who can help me clue these out..
