your going in the right direction, but assigning lower priorities to
the outgoing dc++ packets is about all your going to get with altq,
which will help, for what you describe.

Bandwidth limiting is really beyong the scope of altq - something
along the lines of cisco's firmware for the higher end routers, where
it's tied directly to the hardware, is more in line for what your
looking for, I believe.
