ntp causing freezes on 3.5

hello all,
i am running openbsd 3.5 as a nat/firewall box. since it is doing very
little i have only installed the etc35.tgz and base35.tgz filesets on
it.
it is currently sharing a comcast cable connection.
it is also running the default dhcp server.
sendmail has been turned off.
i have installed
ntp-4.1.1c network time protocol implementation
screen-4.0.2 multi-screen window manager
zsh-4.1.1 Z shell, Bourne shell-compatible, release flavor
zsh-zftp-4.1.1 Z shell embedded ftp client
from packages that have been built on another system.
i copied the appropriate tgz file over and did a pkg_add to install it.
when i run ntpd on this machine, it freezes shortly after booting.
there is an error message saying that there was no route to one of the
hosts specified in the /etc/ntp.conf file.
the login prompt comes up but approximately 30 seconds after the boot
message comes up it hangs. the cursor blinks at the login prompt on
console, but it accepts no input from the keyboard and i cannot ssh
into the machine. turning off ntp fixes it. turning off ntpd in the
/etc/rc.conf or /etc/rc.conf.local fixes it.
i have a host specified in "ntpdate_flags=" in /etc/rc.conf.local
i have another machine running openbsd 3.5 which has all the filesets
except the x related ones installed. i installed ntp on this machine
from the ports collection and then copied the created package file over
to the gateway box. ntp runs fine on this machine.

i am quite puzzled since this box has been rock stable for me running
