Not true at all, at least within the abilities of NTLDR.

If it doesn't work, tell us _exactly_ what you did, and we'll tell you
what you did wrong.
my laptop, running Windows XP "Secure by Default" (i.e., NTLDR starts
OpenBSD by default) dual boots just fine, assuming "just fine" can be
used for anything that could bring up XP.
