Excluding errors outside the software itself, like the hardware, OS
bugs, etc, yes it does. The odds of making software that doesn't crash
goes down as the size of the software goes up, but its certainly
possible.
I'm sure you could argue sendmail doesn't "never crash", but I certainly
don't need some extra software to wait for it to crash and then restart
it, same with sshd, apache, etc, etc.
