I read pf rules and there are a section for rdr load balancing
and route-to/reply-to/dup-to for multiple gateways.
I think this can use round-robin / bit mask / or hash table to round
to different gateways. Thus it provides loadbalacing and backup route
between 2 or more default gateways.
However, I couldn't find anywhere to force more than one default
gateway into the kernel, and this is the main question I asked. In the
change logs between 3.5 and 3.6, it mentions "Permit multiple default
routes".
