I had the exact same problem - i also swapped hardware - replaced machines
tried different network cards by different vendors.

Do you have any pptp clients behind the machine?

I found having 2 clients running pptp client software connecting the the
same external pptp server will cause openbsd (and freebsd) to lockup.
