pkg_add local vs network

hi there,

i have just upgraded to current and i am adding back
my packages. i have downloaded some of the packages
beforehand, just to save some bandwidth when installing,
but you know, one never gets it right, and a couple of
dependencies i forgot about.

that's fine because pkg_add goes to the net if $PKG_PATH
is set. but consider the next scenario.

amaaq> ls
ORBit-0.5.13.tgz
mozilla-firefox-1.0p0.tgz

ammaq> sudo pkg_add mozilla-firefox-1.0p0.tgz
mozilla-firefox-1.0p0:popt-1.7: complete
mozilla-firefox-1.0p0:ORBit-0.5.13: complete
mozilla-firefox-1.0p0|**************************************** | 81%

pkg_add went to fetch popt from the net, and then ignores the local
files and is adding everything from the net...

is this the intended modus of operandi?
