Neither the FBI nor the DHS have charters. Neither organization is
authorized by the Constitution. In fact, both are unconstitutional since the
US federal government was never authorized by the Constitution to exercise
police powers. But the Constitution itself is now irrelevant in the USA. The
official position of the FBI and DHS is that the Constitution is
a terrorist document, its authors were all terrorists, and anyone who talks
about the Constitution and/or the Bill of Rights is a terrorist (see infowars.com and
prison planet.tv ("you can check out any time you want but you can never leave")).
