I am a bit puzzled by the 009_timezone.patch, when it comes to CST. With

zdump -v /etc/localtime | grep 2007

this is what I get on OpenBSD 4.0 and 3.9 systems

/etc/localtime Sun Mar 11 07:59:59 2007 UTC = Sun Mar 11 01:59:59 2007 CST
isdst=0
/etc/localtime Sun Mar 11 08:00:00 2007 UTC = Sun Mar 11 03:00:00 2007 CDT
isdst=1
/etc/localtime Sun Nov 4 07:59:59 2007 UTC = Sun Nov 4 02:59:59 2007 CDT
isdst=1
/etc/localtime Sun Nov 4 08:00:00 2007 UTC = Sun Nov 4 02:00:00 2007 CST
isdst=0

On an older 3.8 system, again installed from the CD, I get

/etc/localtime Sun Apr 1 07:59:59 2007 UTC = Sun Apr 1 01:59:59 2007 CST
isdst=0
/etc/localtime Sun Apr 1 08:00:00 2007 UTC = Sun Apr 1 03:00:00 2007 CDT
isdst=1
/etc/localtime Sun Oct 28 07:59:59 2007 UTC = Sun Oct 28 02:59:59 2007 CDT
isdst=1
/etc/localtime Sun Oct 28 08:00:00 2007 UTC = Sun Oct 28 02:00:00 2007 CST
isdst=0

To me this implies that the DST changes for CST on 3.9 and 4.0 was taken care
of long before the 009_timezone.patch was issued. I was under the impression
that Is that the developers had taken care of the changes for CST as soon as
the time change legislation was passed in late 2005 or early 2006. Is that
correct or am I reading this output incorrectly?
