Makefile.PL has
INSTALLDIRS => ($] >= 5.009 ? 'perl' : 'site'),
so if the Perl version is 5.009 or higher, it installs into perl (/usr/libdata)
rather than site (/usr/local/libdata).
But overriding this definition and forcing it to 'site', we see that it
now tries to install to ${P5ARCH} rather than ${P5SITE} ...
