I'd have thought if the new gimp needs to have a newer version,
something will change in the API, in which case our installed
version number is probably going to need a bump.

changed API/added functions -> bump major
removed functions only -> bump minor
no API change confirmed by diffing -> no change
if in any doubt -> ask (point it out, in case nobody
spots it ;-) and/or bump major
