Log message:
Reorganize and rename to "Hardware and Platform Specific Questions".
OpenBSD supports devices on many different platforms, often devices
never originally intended to be used on those platforms. It makes more
sense to not put devices under specific platforms, but rather move them
to the general section.
Note: other than renumbering, there is no actually CONTENT change in
this diff, just moving stuff around.
