However, two things:
* pam_make still depends on /etc/passwd, right?
  Is there a pure DBM/hash/database-based method?
  I believe having to lock a text file slows it down?

* When using a hash, is it necessary to lock the entire file to change
  passwords of different problems?

* How about other schemes like LDAP, do they get around this situation of not
  allowing concurrent password changes?

I'm looking at a large mail system where it's not (so) acceptable to say
"try again later" when changing a password via a web interface or similar.
