You don't give enough information except "it does not work".
Therefore you cannot expect to receive a useful response.

What processes are running? ps will tell you. If no delivery
agents are running, then mail does not go out the door.

What processes are actually doing something? The top command has
been ported to most reasonable systems.

What are the processes doing? Any reasonable system has truss/strace
for watching system calls.

If you want help you need to tell what is going on.
