Let me explain, I am located in Costa Rica. Believe it or not, Internet
access is a monopoly of the government.

I can only use one ISP, and it is commercial. It costs $25 for the first
25hrs, then $1 for every extra hour. This is for a 56kbps dial-up
connection, and the phone lines (this is also a monopoly) are so terrible I
haven't been able to get more than 33kbps. Oh, one more thing, the phone is
charged by the minute (additional to the internet bill).

It's sad, I know.

There are other options, but they are illegal. (They are faster, cheaper,
and better, but they get shut down a lot by the government). I've tried!

My second 'provider' doesn't offer dial-up access (illegal), but they
can give me web hosting, which the first one doesn't.

Don't worry, I'm not using my University account for my business. The
bandwith scenario here is ten times worse. (512kbps for the whole campus).

Yet hope is not lost, the monopoly will possibly break down in a couple of
years... :'(

Sorry for the sad message, thank you very much for your help, I appreciate
