it sounds like a uucp feed from your 2nd provider is probably the ideal
solution for you. have ALL of your mail sent & received via uucp and
avoid any stupid problems with your dialup ISP's mail server.

best of all: with uucp over tcp, your uucp provider can be located
anywhere in the world - so shop around if your 2nd provider can't do
uucp for you.

sounds even worse than prices in australia - we used to have prices
like that they've improved a bit in the last few years. it's still
prohibitively expensive for mere mortals and even for small businesses.
. we don't have a govt. monopoly on internet access here, but business
is just as efficient at ripping people off as a government (if not more
so).
